No useful suggestions, but here's what my crystal ball predicts.
The kid gets hungry and steals something, or the cops stop him because he looks out of place. Either way he gets detained and later arrested. The cops run him and the radio check, or fingerprint check, if the kid doesn't i.d. himself properly, comes back showing he has an arrest warrant for running away from the juvenile detention facility he ran from.
So he's held for transportation and sees a Legal Aid lawyer who advises him he's going back whence he came, unless a deal can be made for a local program.
If the kid found a local program to get into before all this happens, and shows effort and promise, then maybe a deal could be struck so he could stay on SI rather than upstate.
You might call the SI Legal Aid office and ask about programs and for better advice than this long distance attempt.
