There's a plan afoot to require state university students to perform so many hours of community service in return for the reduced-rate, but high quality, education they received.
We also make county jail prisoners work for the sheriff cleaning roads, parks, and buses instead of sitting behind bars. Not a lot of work gets done, mind, but they don't feel so bad either. This helps the middle-class deal with getting picked up on DUI, D/V (that's the new acronym for domestic violence for you stone-agers), and the other offenses that bring the "good" people before Da Judge.
Make everybody do community service?
They're too busy trying to find real jobs.
