I definitely believe there are different borough accents. Unfortunately, due to the heavy dose of Brooklynites who have infused Staten Island, unless you have a particularly good ear, you won't hear much difference in the 2 accents. Except, of course, for the B&R (Born & Raised).
Sadly, the name of the borough has been officially changed to Staten Island. There was quite a bit of talk about secession for a while, but it seems to have quieted down a bit. I believe its because we finally seem to be getting some respect from City Hall. Along with the Staten Island Yankees, the City has just committed funds to build a new S.I. Ferry terminal complete with shops, etc.
