Sounds like the regent exams of the 50's
which were done away with as some
groups felt they were discriminated
against & therefore could not pass them.
This in effect kept them out of public
supported colleges/universities. Rather
than bring those high school(s)/ classes
up to meet the regent requirements those
tests were eliminated. As such the quality
of education in N.Y. Fell to rival
