MiCASSA Charles Schleininger corsair schleini@lemoorenet.com HR 2020, the Medicaid Community Attendant Services Act (MiCASA) was introduced in 1997 & gained bipartisan support & a hearing in the House Commerce Committee. When the legislative session ended, that version of MiCASA died. The bill has since been rewritten with inputs from groups for the aging, developmental disability, independent living & other groups interested in long-term services & programs. this new version is called MiCASSA ( Medicaid Community Attendant Services & Supports Act).

MiCASSA gives people real choice in long-term services. Amending Title XIX of the Social security Act (Medicaid)< MiCASSA would create an alternative service called Community Attendant Services & Supports. It would allow individuals eligible for Nursing Facility Services or Intermediate Care Facility Services for the Mentally retarded (ICF/MR) the choice to use these dollars for "Community Attendant Services & Supports." the dollars would follow the individual rather than being committed to the facility or the provider.

Specifically:

Provide community attendance services & supports which range from assisting with activities of daily living (eating, toileting, grooming, dressing, bathing, transferring), instrumental activities of daily living (meal planning & preparation, managing finances, shopping, household chores, phoning, participating in the community), & health related functions.

Include hands-on assistance, supervision and/or cueing, as well as help people to learn, keep & enhance skills to accomplish such activities.

Require services to be provided in the most integrated setting appropriate to the needs of the individual.

Provide Community attendant Services & Supports that are:
- based on assessment of functional need;
- provide in home or community settings such as school, work, recreation, or religious setting;
-selected, managed & controlled by the consumer of the services;- supplemented with backup & emergency attendant services;
-furnished according to service plan agreed to by the consumer & including voluntary training on selecting, managing & dismissing attendants.
