Not sure it's still on the books, but for most of our lives we had something called the Hatch Act that prohibited federal civil service employees from engaging in political activities. Believe it was challenged on First Amendment grounds, where it was held that even federal employees had free speech rights off the job.
I think the act must have been enacted in the first place to prevent federal employees misusing their favored positions for political advantage. Must have seemed more than appropriate when enacted, probably to remedy a widespread abuse.
But then things changed and people decided they didn't like being muzzled, so they wanted the law changed, and mounted a legal challenge.
That's why we have to keep re-electing the bast*rds, I guess, because things keeps a-changin.'
