I worked for the Port Authority at these bridges in the early sixties as an electrician. The clock type indicators that you refer to indicated the class of the vehicle paying the toll. There were 12 classes of vehicles and the indicator did correspond to the numbers on the face of a clock. The actual fare paid indicator was on the side of the toll booth next to the collectors door. At that time the toll collectors were police officers. to my knowledge there were no hidden observation posts behind billboards..But the group that audited toll revenue would periodiacally sit nearby in cars and monitor the collectors with binouclars.
