I've got it! A federal program to fight crime, improve neighborhoods, increase neighborliness, support the coffee industry, enhance crumb bun and bagel sales, and generally help kids grow up without getting into as much trouble as they would otherwise: The Federal Stoop Building Program, with matching funds, local incentives, and all the usual paraphernalia of creeping big brothredom, but this time for a program that works. What do you think would have happened if a dope seller took a walk down your street on Old SI with your mom and a few neighbors out on the stoop. Nothing moved but these mommas didn't notice it, talk it to death, and, if necessary, pick up the phone. Hell, there was a cop living on every block, you didn't need to pick up the phone. You just waited 'til Sgt. Smith came home, whereupon peace broke out.
