it was supposed to be an exit to the Richmond Parkway (aka Korean War Veterans Pkwy.) . The city stopped the highway at Richmond Ave. instead of building it through to the expressway because environmentalists opposed it. The parkway would have cut through what is now called the Greenbelt (what I hear from my elders is they coined that term and pressed for preservation of the area only when the parkway was to be built...in other words it's just another bunch of trees with a name attached to it) . If you've ever driven on roads like Rockland Ave., Manor Rd. or Todt Hill Rd. you'd quickly see why a highway was planned for the area.
