Okay Dan, here it is:

The statue is located in a tiny park behind the bus shelter on Bay St, next to Borough Hall. It is a memorial to Major Clarence T. Barrett, who served in the Civil War. Due to its proximity to Borough Hall, the Parks Dept. actually takes care of the park and statue, cleaning up the litter and graffiti on a regular basis.
