I emailed the author of the query on the Staten Island Wind Rose, and following is the response I received from him:
"A wind rose is a graph that reflects the wind direction over a time period. Wind direction is recorded every day, and then mapped onto a coordinate
system, where the four axes are the directions - North, West, etc. The more days the wind blew in particular direction, the larger will be the value on
that axis. Then, after plotting all the values, the dots are connected, and you have the "rose". There is no desperate need for me to get it. I was just curious to look at it to find out how many days in summer the wind will be blowing from the staten Island dump towards my house. :)
